Glenis Beaumont

Board Chair
Glenis Beaumont is Chair of the SCHS Board and a highly experienced health executive with a career spanning more than four decades in rural and regional health services. A Registered Nurse and Midwife, she holds a Master of Business Administration and is a Graduate of the Australian Institute of Company Directors. Glenis has held senior executive roles including Chief Executive Officer and Executive Director of Nursing, with a strong focus on clinical governance, service development, quality and safety, and system improvement. She brings deep expertise in leading health services to achieve high standards of care and accreditation outcomes. Glenis is committed to strengthening governance and supporting SCHS to deliver high-quality, person-centred services that improve health and wellbeing outcomes across the community.
David Harris

Board Member
David Harris is Deputy Chair of the Board and a member of the Audit and Finance Committee, bringing extensive executive leadership experience across business, finance, and education sectors. He holds a Bachelor of Business and is a Graduate of the Australian Institute of Company Directors. David has held senior roles including Chief Operating Officer and Acting Chief Executive Officer at Sunraysia Institute of TAFE, alongside earlier leadership positions in financial services and property. He contributes strong expertise in governance, financial oversight, and organisational performance, supporting SCHS to maintain sustainable operations and deliver services that respond to community needs.
Julia Morgan

Board Member
Julia Morgan is Treasurer and the Chair of the Audit and Finance Committee, with over 15 years of executive leadership experience in health services. She holds a Master of Business Administration and is a member of the Australian Institute of Company Directors. Julia has held senior roles including Chief Executive Officer of Mildura Base Hospital and private hospitals in Melbourne, and Executive Director Corporate Services across multiple organisations. Since 2022, Julia has conducted her own business consulting service, working with healthcare executives and organisations across Victoria. She brings strong expertise in financial management, corporate governance, and health service operations, contributing to SCHS’ strategic direction, financial sustainability, and commitment to high-quality care.
Brian Smith

Board Member
Brian Smith is Chair of the Clinical Governance Committee and brings over 45 years of experience in engineering, infrastructure, and project management. Holding a Diploma in Civil Engineering, Brian has worked extensively in senior management and consulting roles, including as Senior Manager Assets and Planning at Lower Murray Water. Since joining the SCHS Board in 2012, he has contributed strong governance capability, particularly in risk management, infrastructure planning, and capital development. Brian’s work supports the safe, efficient delivery of services and the development of sustainable health infrastructure that underpins quality care for the community.
Anne Mansell

Board Member
Anne Mansell is an experienced executive and community leader with a strong background in regional development, governance, and advocacy. She holds a Bachelor of Arts, Graduate Diploma in Planning, a Diploma of Corporate Governance (AICD), and commenced her career as a registered nurse. Anne has held Chief Executive Officer roles at Mildura Development Corporation and Dried Fruits Australia and has extensive board experience, including as Chair of Mallee Family Care. She brings a deep understanding of regional communities, social determinants of health, and stakeholder engagement, supporting SCHS to strengthen partnerships and deliver responsive, community-focused services.
Lauren Madden

Board Member
Lauren Madden is a member of the Clinical Governance Committee and brings a strong blend of clinical, executive, and governance experience. She holds a Master of Business Administration and is a Graduate of the Australian Institute of Company Directors. Originally trained as a physiotherapist, Lauren brings over 20 years of health sector experience and has held senior roles including Chief Executive Officer of Murray House Aged Care and Governance and Performance Manager at RDN. Her experience spans clinical care, service delivery, governance and organisational performance, with a strong focus on quality standards, compliance, and health equity. Lauren is committed to advancing health equity and improving health and social outcomes within the community.
Cedric Geffen

Board Member
Cedric Geffen joined the SCHS Board in November 2025 and is a member of the Audit and Finance Committee. He holds a Master of Business Administration and a Bachelor of Agricultural Science and brings more than 35 years of executive leadership experience across Australia and internationally. Cedric has worked extensively with boards, executive teams, and government stakeholders, and has over two decades of involvement in not-for-profit and community organisations. He contributes strong capability in strategy, governance, and stakeholder engagement, supporting SCHS to deliver sustainable, high-impact services that benefit the broader community.
Alix O'Donnell

Board Member
Alix O’Donnell joined the SCHS Board in November 2025 and is a member of the Clinical Governance Committee. She is a qualified legal practitioner, admitted to the Supreme Court of Victoria in 2018, and holds a Bachelor of Laws and Legal Practice. Alix is a Senior Solicitor with experience in family law, conveyancing, and wills, and is a member of the Law Institute of Victoria and the North West Law Association. She brings expertise in legal frameworks, compliance, and risk management, along with a strong commitment to supporting individuals and families in regional communities. Alix contributes a contemporary governance perspective, with a focus on ethical decision-making and community advocacy.
